Prior to Vatican II (1965) the Church was committed to religious tolerance. Vatican II changed the situation by declaring religious freedom.
Since that development there has been much discussion about whether that change was a change of doctrine, a change of policy or just a change of language.
A question that is less frequently explored is the question of why the Council made the declaration.
