Did Rabbi Sacks Believe God Speaks Through Other Religions?

Rabbi Sacks wrote: "In the course of history, God has spoken to mankind in many languages: through Judaism to Jews, Christianity to Christians, Islam to Muslims." This sentence is theologically shocking. It seems to imply a religious relativism -- all religions are true and reflect direct revelation from God.
