U.S. Sen. James Lankford is celebrating the proposal of America's Bill of Rights by quibbling about the difference between "worship" and "religion" on the citizenship test.
On June 8, 1789, James Madison introduced the first set of Amendments to the newly ratified U.S. Constitution. Madison proposed 17, which got whittled down to 12 before being sent to the states for passage.
